Purpose of Position
The University of Texas System Associate Vice Chancellor and Controller has System-wide responsibility for the oversight of accounting activities, including the preparation of the consolidated University of Texas System annual financial report. Other major responsibilities include the determination of System-wide accounting policy and financial controls, management of the external audit process, financial planning, management reporting, and serving as liaison for accounting matters with governmental bodies.

Essential Functions
•Oversees the preparation of the consolidated annual financial report for the University of Texas System.

•Determines System-wide accounting policy and financial controls.
•Manages the external audit process.
•Represents the University of Texas System before various governmental oversight bodies including both legislative staff and elected officials to inform and educate members on various financial topics related to the University of Texas System.
•Manages the payroll process for UT System Administration employees.
•Works with executive leadership at UT System Administration and UT institutions to further the goals and mission of UT System.
•Develops, mentors, counsels and supervises a staff of approximately 30 professionals.
•Other duties as assigned.

Required Qualifications
Bachelor's degree in accounting or related field; 10 years or more of progressively responsible experience in a similarly complex organization; CPA or CMA.

Preferred Qualifications
Master’s degree in related field (e.g., MPA or MBA)

Working Conditions
•May work around standard office conditions.

•Repetitive use of a keyboard at a workstation.
•Lifting and moving.
•Use of manual dexterity.

Additional Information
The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.

Other major responsibilities include advising UT executive staff on strategic matters that have budget implications, advising UT institution budget managers on institutional budgets, preparing legislative appropriations requests, and other related matters.

Essential Functions 

•Oversees and maintains the annual consolidated operating budgets for The University of Texas System, including budgets of UT institutions and UT System Administration.
•Oversees the bi-annual legislative appropriation request process for UT institutions and UT System Administration.
•Advises UT System executive staff on strategic matters that have budget implications.
•Manages the budget office staff.
•Analyzes data, makes recommendations, and instructs budget managers to implement changes to budget structure as needed.
•Designs, implements, and oversees support of the budget process, systems, and policies, including changes to budgeting software.
•Analyzes and prepares budget forecasts, plans, and ad hoc reports and make recommendations to the Executive Vice Chancellor for Business Affairs as requested by the Board of Regents and by executive management.
•Oversees the preparation of complex legislative bill analyses and reviews tuition related fiscal notes.•Oversees the preparation of all State-required reports for the budget sections.
•Other duties as assigned.

Required Qualifications
